Subject: Circulation of various Government orders/instructions issued by the Nodal Ministries – regarding

As per practice, various Government orders were issued by Nodal Ministries which were further disseminated by this Section to all Defence Establishments/ Directorates for information/compliance.


2. Sometimes, there is considerable time lag between issuance of orders/OMs by the Nodal Departments and their re-circulation by the MoD/D (Civ-1). It is on the account of the fact that the Nodal Ministries/Departments have discontinued the general practice of physical circulation of their Orders/OMs to the Ministries/Departments of Government of India. Nodal Ministries/Departments now upload their new Orders/instructions on their official website and therefore, copies of new orders/instructions of Nodal Ministries/Departments are not being received in MoD.

3. It has been observed that all the orders/instructions on the subject of increments, pay fixation, DA, advance salary, HRA/Compensatory (City) Allowance, ACPS/MACPS, Children Educational Allowance/Reimbursement of Tuition Fees and other allowances issued by Nodal Ministries /Departments are generally applicable in original form to Defence Civilian Employees. These are circulated to lower formations of MoD in their original form, without any changes. To streamline this task in accordance with the new practice now adopted by the Government Ministries/Departments, it has been decided to discontinue the existing practice of circulation of each and every order/instruction to all the lower formations. Defence Establishments/Service Headquarters/lower formations of MoD are advised to download such Government orders from the website of Nodal Ministry, which are applicable to Central Government employees, including Defence Civilian employees, in the Original form for further necessary’ action. Those Government orders/instructions which are not applicable to Defence Civilian in their original form would continue to be circulated, after obtaining the approval of Competent Authority, by D (Civ-1). Beside reducing the avoidable paperwork, this would also help in faster dissemination of the new Government orders/instruction and in their expeditious implementation.

एयर वाइस मार्शल एस. शिवकुमार ने भारतीय वायु सेना के पश्चिमी वायु कमान मुख्यालय के वरिष्ठ प्रभारी अधिकारी (प्रशासन) के रूप में पदभार संभाला

1 जनवरी, 2024 को एयर वाइस मार्शल एस. शिवकुमार ने नई दिल्ली स्थित पश्चिमी वायु कमान मुख्यालय के वरिष्ठ प्रभारी अधिकारी, प्रशासन (एसओए) के रूप में पदभार संभाला।


एयर वाइस मार्शल शिवकुमार को 16 जून 1990 को प्रशासन शाखा में नियुक्त किया गया था और वह कॉलेज ऑफ एयर वारफेयर के पूर्व छात्र हैं। अपने शानदार सेवा कैरियर के दौरान, उन्होंने विभिन्न इकाइयों, कमांड मुख्यालयों और वायु मुख्यालयों में विभिन्न पदों पर कार्य किया है। उन्होंने एक उपकरण डिपो के एयर ऑफिसर कमांडिंग के रूप में कार्य किया है और एक ऑपरेशन कमांड में कमांड वर्क्स ऑफिसर और कमांड कार्मिक स्टाफ ऑफिसर के अहम पद पर भी रहे है।

INDIAN OCEAN NAVAL SYMPOSIUM (IONS) – 2023

 हिंद महासागर नौसेना संगोष्ठी (आईओएनएस) में नौसेना प्रमुखों के सम्मेलन (सीओसी) का 8वां संस्करण रॉयल थाई नेवी द्वारा 19 से 22 दिसंबर 2023 तक थाईलैंड के बैंकॉक में आयोजित किया गया था। इस कार्यक्रम में 27 सदस्य देशों और पर्यवेक्षक देशों के नौसेना प्रमुखों एवं वरिष्ठ प्रतिनिधियों ने भाग लिया। भारतीय नौसेना स्टाफ के प्रमुख एडमिरल आर हरि कुमार द्वारा तीन सदस्यीय प्रतिनिधिमंडल के साथ इस कार्यक्रम में भारत का नेतृत्व किया गया।

  • Positive Indigenisation Lists: Fifth Positive Indigenisation List (PIL) of Department of Military Affairs (DMA) comprising 98 items was released by Raksha Mantri Shri Rajnath Singh during the plenary session of ‘Swavlamban 2.0’. The list includes Highly complex systems, sensors, weapons and ammunition have been included in the list. All these items will be procured from indigenous sources as per provisions given in Defence Acquisition Procedure 2020 in staggered timeline. The DMA had earlier promulgated four PILs comprising 411 military items. Separately, the Department of Defence Production (DDP) has notified four PILs consisting of a total of 4,666 items, including Line Replacement Units/Sub-systems/Spares & Components for DPSUs. The fourth PIL of 928 items was released by DDP this year.

  • Operational Preparedness: The Indian Army maintained high state of preparedness and ensured stability & dominance along all the frontiers including Line of Actual Control (LAC) and Line of Control (LC). Relentless Counter Terrorist operations were also carried out while maintaining high training standards and constantly reviewing emerging & future threats to national security.

  • New Sainik Schools: Raksha Mantri Shri Rajnath Singh approved the setting up of 23 New Sainik Schools in partnership mode, taking the tally of such schools functioning under Sainik School Society to 42. This number is apart from the existing 33 Sainik Schools already functioning under the erstwhile pattern. The objectives behind Prime Minister Shri Narendra Modi’s vision of setting up of 100 new Sainik Schools is to provide quality education to the students in tune with National Education Policy and give them better career opportunities, including joining the Armed Forces. It also gives an opportunity to the private sector to work hand-in-hand with the Government towards nation building by refining today’s youth to become responsible citizens of tomorrow.
