Simplification of Pension Payment Procedure- Submission of Certificates by Retiring Armed Forces Personnel along with Pension Papers: Circular No. 546

Sub: Simplification of pension payment procedure-submission of certificates by retiring Armed Forces Personnel along with pension papers.

A Copy of Government of India, Ministry of Defence letter No.3(01)/2015-D(Pen/Pol) dated 25th Aug 2015 on the above subject is forwarded herewith for information and necessary action, which is self-explanatory.

2. As per provisions contained in above Government letter dated 25th Aug 2015, it has been found that the first payment of pension after retirement gets delayed mainly due to two reasons i.e. (i) due to delay in receipt of intimation by the pensioner that pension papers have reached the PDAs and (ii) due to delay on the part of the pensioner in approaching the bank for submission of undertaking/non-re-employment/re-employment certificate. In order to simplify the pension payment procedure, it has been decided that required undertaking/status of non-reemployment/re-employment after retirement may be obtained by the Services HQrs/Record Offices from the retiring Armed Forces Officer and Personnel along with other documents before his retirement.

3. The undertaking/certificate shall be forwarded to the pension disbursing agencies along with Pension Payment Order by the Pension Sanctioning Authorities concerned in the case of Commissioned Officers and Record Offices concerned in the case of PBORs following the usual procedure. In case of pensioner drawing pension from agencies other OFFICE OF THE PR. CONTROLLER OF DEFENCE ACCOUNTS (PENSIONS) DRAUPADI GHAT, ALLAHABAD- 211014 than bank viz Defence Pension Disbursing Office/Treasury Office etc. a copy of cancelled cheque obtained from retiring personnel shall also be forwarded by the Record Office along with pension payment order to the pension disbursing agencies to ensure payment of pension into the pensioners’ account.

4. In view of the above, all PDAs are hereby authorized to credit the Pensionary Awards notified in favour of the pensioner into his/her bank account as and when due if said undertaking/ certificate is received along with the pension documents. The pensioner would no longer be required to visit the pension disbursing agency to activate the first payment of pension. The pensioners will be required to be called to the paying Bank Branches/DPDOs only if the undertaking/documents submitted by Service HQrs in the case of ICOs (through PSA)/Record Office in the case of PBORs were incomplete. Submission of Certificates prescribed for continuation of monthly pension/payment of dearness relief, shall be followed as hitherto fore.

5. Further, Aadhaar Card number based biometric verification system for pensioners as an additional option for submission of life certificate by the pensioners has been introduced by the Government since Nov 2014. All the pension disbursing agencies are hereby requested to accept e-life certificate of the pensioners as annual life certificate which pensioner can submit online to his pension disbursing agency by registering themselves on www.jeevanpraman.gov.in

    Subject: Payment of Productivity Linked Bonus to Civilian Employees of Defence Production Establishments for the year 2014 - 15

    Madam/Sir,

    I am directed to refer to this Ministry's Letter No. 48(4)/98/D(B&C) dated 27th July, 2000 on the above subject and to convey the sanction of the President to payment of Productivity Linked Bonus for the year 2014-15) equivalent to 40 days wages to the eligible. employees in Defence Production Establishments as mentioned therein with an overall ceiling of wages of Rs. 3500/ per month (30 days)

    2. ‘ The casual labour who has worked for at least 240 days, in each year, for 03 years or more, will be eligible for this PLB payment. The amount Will be paid on a notional monthly wages of Rs. 750/2 In case where the actual emoluments fall below Rs. 750/- per month, the amount will be calculated on actual monthly emoluments. All payments under these orders will be rounded off to the nearest rupee.

    3. The above sanction is subject to the followmg conditions:-

    (a) OFB will submit a monthly status report on the progress achieved to review the formula for calculation of PLB which otherwise would have been reviewed alter three years from implementation Lee. from the accounting year 1999 - 2000. 


    (b) GMs of each of the respective factories should submit the Certificate regarding standard man hours for jobs whenever there is a change in production processes or when new labour saving machines are introduced, incorporating the following details:-
    1.  Standard Man Hours before the installation of CNC Machines.
    2.  Standard Man Hours after the installation of CNC Machines.
    3.  Difference between the above we leading to savings in Standard Man Hours.

    In the event of more than one CNC Machine being installed on two different occasions, each time figures are to be updated for additional subsequent addition of CNC Machine.

    4. The expenditure will be debited to Major Head 207‘) of the Defence Services Estimates (Ordnance Factories) and to the respective Heads to which the pay and allowances of employees of allied establishments are debited.

    5. 'This issues with concurrence of Ministry of Finance and Moo (Finance Division) vide their Dy. No. 673 dated 16.10.2015.

    Subject: Payment of Dearness Allowance to Armed Forces Officers and Personnel Below Officer Rank including NCs(E) - Revised rates effective from 1st July, 2015
    Sir,

    1 am directed to refer to this Ministry‘s letter No. 1(2)/2004/ D (Pay/Services) dated 16th April, 2015 on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 113% to 119% with effect from 1st July, 2015.

    2. The provisions contained in paras 2, 4 and 5 of this Ministry's letter No. 1(2)/2004/D (Pay/Services) dated 25th September 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

    3. The additional instalment of DA payable under these orders shall be paid in cash to all Armed Forces Officers/ PBOR including NCs(E).

    4. This letter issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 330-PA dated 06.10.2015 based on Ministry of Finance (Department of Expenditure) O.M. No. 1/3/2015-E-II (8), dated 23rd September, 2015.

    Sub: Delay in preferment of pension claims in respect of normal discharge PBOR of Army, Navy and Air Force.
    Ref: This office circular No. 540 dated 11/05/2015.



    Under the existing orders, claims for service pension in respect of personnel below officer rank are required to be submitted to the pension sanctioning authority concerned, viz. PCDA (P), Allahabad in respect of Army, PCDA (N), Mumbai in respect of Navy and JCDA (AF), New Delhi in respect of Air Force, at least four months in advance of their retirement from service. This arrangement has been made with a view to ensure that the pensionary awards in respect of the personnel are notified in the PPO well before their discharge/retirement and the pension certificates are handed over to them before they are discharged.

    It has been observed that above time schedule is not being adhered to by ROs resulting in delay in finalization of pensionary awards in respect of PBORs. Higher authorities have taken a serious view on the matter.

    It is, therefore, requested that time frame for submission of pension claims to this office may strictly be followed in order to avoid delay in finalization of pensionary awards to the retiring personnel. This would definitely help in reducing the CAT/Court cases, interest payment etc at a later stage.

    Exercise Malabar – 15

    Initiated in 1992, as a bilateral exercise between the Indian and US Navies, the scope, complexity of operations and level of participation has increased steadily in successive editions of the India-US Malabar Naval Exercise. The 18th edition of the exercise was held in the Western Pacific in July 2014 in which Japanese Maritime Self Defense Force (JMSDF) was invited to participate.

    Press Brief - Admiral Rh Tahiliani (Retd) passes away



    Former Chief of the Naval Staff Admiral Radhakrishna Hariram Tahiliani (Retd) passed away today 14 Oct 15, in New Delhi. Born on 12 May 1930, the Admiral was commissioned in the Navy on 01 Sep 50 and served as the 11th Chief of Naval Staff from 01 Dec 84 till 30 Nov 87. A distinguished graduate of the French Test Pilot School and an outstanding pilot, he was the first to land on the deck of INS Vikrant on a Hawker Sea Hawk Fighter on 18 May 61, ushering carrier based aviation into the Indian Navy. The Admiral had commanded the carrier borne squadron INAS 300 during the Indo – Pak war in 1971. His distinguished career included command of INS Trishul and the Aircraft Carrier INS Vikrant. The “Greyest of the Grey Eagles” is an apt expression to sum up Admiral Tahiliani’s seminal and vast experience as a stupendous naval aviator. His exemplary vision, catapulted the Naval Air Arm to where it is today. He was instrumental in the procurement of the second aircraft carrier INS Viraat along with its fighter complement of Sea Harrier aircraft. 
    In Dec 77, he was promoted to the rank of Rear Admiral and appointed as the Flag Officer, Goa Area (FOGA). Later, he was appointed the Flag Officer Commanding, Western Fleet (FOCWF). His next appointment was as Assistant Chief of the Naval Staff (Air) at Naval Headquarters (NHQ) which was followed by appointment as the Deputy Chief of Naval Staff. In Feb 82, he was appointed as the Flag Officer Commanding-in-Chief (FOC-IN-C), Southern Naval Command. In Mar 83, he was appointed the Flag Officer Commanding-in-Chief, Western Naval Command and subsequently as the Vice Chief of the Naval Staff in May 84. 

    Admiral Tahiliani retired from the Indian Navy on 30 Nov 87 after a highly distinguished career spanning 37 years. He was awarded the Ati Vishisht Seva Medal and the Param Vishisht Seva Medal for his distinguished service. 

    Post retirement Admiral Tahiliani served as the Governor of Sikkim between Feb 90 and Sep 94. He also helped launch the India chapter of ‘Transparency International’ as a founder member in 1997. He has served as the chairman of the India chapter from its founding until 2010. He was also the chairperson of ‘Balvantray Mehta Vidya Bhawan Anguridevi Shersingh’, a senior secondary school in New Delhi. Admiral Tahiliani was married to Jaswanti Tahiliani. His wife was equally distinguished as the first lady engineer in Mumbai. He is also the proud father of noted Indian fashion designer, Tarun Tahiliani.

    OROP Notification will be issued After Bihar Polls: Manohar Parrikar

    The One Rank, One Pension for retired military personnel will be implemented after the Bihar elections, Defence Minister Manohar Parrikar said on Sunday.

    He also said that contentious issues including those related to premature retirement had been resolved, conceding that the inclusion of the phrase Voluntary Retirement Scheme (VRS) in the declaration announced by his ministry in September had triggered confusion.

    "I think I will have to wait up for the Bihar elections. Because Election Commission is in no mood to give permission to actually issue the order. This is my understanding. I will not like to be in part of controversy," Mr Parrikar said during a public interaction near .

    "The notification will be issued after Bihar election because I do not want to get notice by Election Commission," he said.

    Mr Parrikar clarified that "those who get premature retirement will get OROP even in future".

    "That confusion started because the word VRS was a part of the declaration. The interpretation got slightly mixed up. It was not (done) intentionally," he said.

    Bihar goes to polls today with 49 seats being contested in the first phase.

    Shri Kiren Rijiju flags off BSF Swachh Himalaya campaign

    The Minister of State for Home Affairs, Shri Kiren Rijiju, flagged off the ‘Swachh Bharat, Swachh Himalaya’ campaign of the Border Security Force (BSF) at a function here today. Lauding the BSF for undertaking the noble campaign as part of its Golden Jubilee expedition, Shri Rijiju said vigorous cleanliness campaigns need to be conducted before cleanliness becomes a way of life for us all. 

    Shri Rijiju said in most countries he has travelled, cleanliness is intrinsic to those societies and their people. But back here in our country, cleanliness, discipline and orderliness leaves much to be desired. No less than the Prime Minister Shri Narendra Modi had to underline its necessity from the ramparts of the Red Fort to turn it into a mass campaign, he added. While pointing out that the Metro in Japan remains absolutely clean despite being jam-packed, Shri Rijiju said overcrowding and high population density cannot be an excuse to filthy living. What is required is a change in attitude in each person’s personality, he added.

    RADM Ravneet Singh, NM Assumes Command of Western Fleet of Indian Navy

    Rear Admiral Ravneet Singh, NM assumed command of the ‘Sword Arm’ of Indian Navy as the Flag Officer Commanding Western Fleet (FOCWF) this morning, 12 Oct 2015, at sea on board INS Viraat. An accomplished fighter pilot and qualified flying instructor (QFI), the Admiral has over 2500 hrs of flying experience on ten different type of aircraft. The Flag Officer hails from Jalandhar, Punjab and was commissioned in the Indian Navy on 01 Jul 1983. 

    Birth Centenary Celebrations of ADM SM Nanda at New Delhi

    The Birth Centenary of late Admiral SM Nanda was commemorated by the Navy Foundation Delhi Chapter under the aegis of the Indian Navy on 11 Oct 15 at Naval Officers Mess Varuna, New Delhi. Admiral RK Dhowan PVSM AVSM YSM ADC, Chief of Naval Staff was the chief guest and delivered the keynote address. Ms Ameeta Mehra, granddaughter of Admiral SM Nanda along with Admiral L Ramdas (Retd), former Chief of Naval Staff and RAdm Kirpal Singh (Retd) also addressed the gathering. The function was attended by senior retired naval officers and family members of the Late Admiral. Admiral VS Shekhawat (Retd), former Chief of Naval Staff released a fresh edition of the autobiography of Late Admiral SM Nanda on the occasion. 

    Joint Military Exercise ‘Hand in Hand’- 2015 Commences

    The fifth joint exercise between Indian and China, named ‘Hand-in-Hand 2015’, commenced  at Kunming Military Academy, Yunnan Province, China on 12 Oct.  The twelve day exercise will lay emphasis on joint handling of counter terrorism and  ‘Humanitarian Assistance and Disaster Relief’.
