Let veterans prove OROP stir is not politically motivated, says Defence Minister Manohar Parrikar

Terming the attempts by war veterans to burn medals as an insult to the nation and armed forces, Defence Minister Manohar Parrikar on Friday said it was for protesting ex-service personnel to prove there was no political motive behind the OROP stir.

"If I say something, it will become an allegation. Let them prove that it is not political," he told reporters in Arakkonam when asked if he saw a political link to continuing agitation despite the government's response and notification on one rank, one pension (OROP) scheme.

"Medals are a recognition of the nation for the sacrifice done by the armed forces," he said in reply to another query.

Seventh Pay Commission: President Salary To Bar Bureaucrats’ Pay Hikes

New Delhi: The Seventh pay commission is likely to recommend fixing the highest basic salary at Rs 180,000, while the current salary of the President is Rs 150,000 per month, which will come as a bar for top bureaucrats pay hikes in the Seventh Pay Commission.

The current salary of the President Pranab Mukherjee is Rs 150,000 per month.

This is because bureaucrats can surely not cross the presidential salary since government officers serve on presidential pleasure; their salary cannot exceed that of the occupant of Rashtrapati Bhawan.

Ex Armymen begins OROP protest march to Rashtrapati Bhavan

Retired army officials on Wednesday intensifies their movement on the One Rank, One Pension (OROP) scheme and marched towards Rashtrapati Bhavan, which led to a scuffle with the police in the evening. A large contingent of police force rushed to the spot and prevented the protestors to continue with the protest rally. Speaking to the CNN-IBN, Col (Retired) Anil Kaul said that they will continue to raise their voice till government fulfils their demand. 

During the day they gathered at the Jantar Mantar and raised slogans against government's indifferent attitude and decided to meet the President for his intervention in to the matter. The protestors demanded that government should resolve the issue at the earliest and express their desire to have a dialogue with the government.

Not All Demands Can Be Fulfilled: Parrikar On OROP Scheme

New Delhi: With the protesting ex-servicemen dissatisfied with the formal notification of one rank, one pension (OROP) scheme, Defence Minister Manohar Parrikar today said that everyone has a right to make a demand in democracy but not all demands can be fulfilled.

“Even if all demands are satifisfied, someone will ask for something else,” Defence Minister Manohar Parrikar said on the sidelines of a function in New Delhi.

Underlining that the “maximum” demands of the veterans have been fulfilled, he said the judicial commission that will be set up, will look into the “problems”.

In One Rank One Pension Rs.8000 Crore Diwal Gift for Veterans-NDTV

NEW DELHI: Over 25 lakh veterans across the country will get at least Rs. 3,000 to 5,000 more in pensions – depending on their last rank and years of service. And this will cost the exchequer a minimum of Rs. 8,000 crore to start with.

The increased pension will be paid with effect from July 1, 2014.

The Government today issued the much awaited One Rank One Pension or OROP scheme. Although, a formal announcement on OROP was made on September 5, no official order was issued because of Bihar elections and the Election Commission’s Model Code of Conduct.

Serving officers upset about the norm that personnel opting out of service are not eligible for OROP

Even as ex-servicemen’s organisations rejected the official notification for implementing the One Rank One Pension (OROP) scheme, serving officers have expressed concern that the norm on Premature Retirement (PMR) goes against the efforts of the government over the last two decades to lower the age of Commanding Officers and increase promotion rate with more vacancies being created in the process.

OROP: Ex-servicemen to return medals from today


NEW DELHI: The ex-servicemen will start returning their medals from today to protest the government notification on the implementation of One Rank, One Pension, which they have rejected. 

"The notification that the government has issued completely murders the definition of OROP. In OROP's definition, a senior will never get less pension than a junior. In the government's notification, a senior got less pension than a junior. We reject this completely," Group Captain V K Gandhi (retd), general secretary of Indian Ex-servicemen Movement ( IESM) told ANI. 

OROP: IESM accuses Parrikar of turning back on assurance

The chairman of Indian Ex-Servicemen Movement, Major General (Retd.) Satbir Singh, on Monday dubbed Defence Minister Manohar Parrikar’s recent remark on the implementation of One Rank, One Pension (OROP) scheme as extremely unfortunate and accused him of turning back on his assurance.

“The statement by the Defence Minister is an unfortunate one. He is turning back on his assurance given to us. The notification given is not ‘One Rank, One Pension’; it is ‘One Rank, Many Pension’. It is such a saddening matter that Defence Minister told us one thing and now under the influence of ‘Babus’ he is saying something else. We oppose this statement and reject it,” Major General (Retd.) Singh told ANI.

वन रैंक वन पेंशन लागू, जानिए OROP के बारे में

पूर्व सैनिकों दिवाली का तोहफा देते हुए केंद्र सरकार ने वन रैंक वन पेंशन की अधिसूचना शनिवार रात को जारी कर दी। इससे देश भर के लाखों पेंशन पाने वाले पूर्व सैनिकों को लाभ होगा।  केंद्र सरकार ने पांच सितंबर को ओआरओपी की मांग को स्वीकार करने की घोषणा की थी। पर इसकी अधिसूचना जारी नहीं हुई थी। सरकार ने विलंब का कारण बिहार विधान सभा चुनाव के कारण लागू आचार संहिता को बताया था। केंद्र सरकार ने ओआरओपी का ऐलान ऐसे समय में किया है जब आंदोलनरत पूर्व सैनिकों से नौ नवंबर से देश भर में अपने मेडल लौटाने का ऐलान किया था। इससे पहले रक्षा मंत्री ने संकेत दिया था कि सरकार पूर्व सैनिकों की बहुप्रतीक्षित मांग पर सोमवार से पहले अधिसूचना जारी कर देगी।

ओआरओपी
- 25 लाख पूर्व सैनिकों को मिलेगा ओआरओपी का लाभ
- 06 लाख पूर्व सैनिकों की विधवाओं को भी मिलेगा लाभ
- 10,000 करोड़ तक का अतिरिक्त बोझ बढ़ सकता है सरकार पर ओआरओपी से
- 145 दिनों से पूर्व सैनिक दिल्ली के जंतर-मंतर और देश भर में विरोध प्रदर्शन कर रहे थे।
- 09 एवं 10 नवंबर को अपने पदक जिलाधिकारियों को लौटाने का भी ऐलान किया था पूर्व सैनिकों ने
- 40 सालों से पूर्व सैनिक वन रैंक वन पेंशन की मांग कर रहे हैं।

1 जुलाई, 2014 से मिलेगा लाभ
>2013 को बेस ईयर माना गया है। यानी कैलेंडर वर्ष 2013 के आधार पर पूर्व सैनिकों की पेंशन तय की जाएगी।
>रैंक और सेवा अवधि एक हुई तो पेंशन 2013 में रिटायर सैनिकों की पेंशन के औसत के बराबर होगी। जिसे औसत से ज्यादा मिल रही है, उसे मिलती रहेगी।
>एरियर्स 6-6 महीने में चार किस्तों में देंगे। लेकिन सैनिक के आश्रित परिवार, बहादुरी पुरस्कार से सम्मानित पूर्व सैनिकों को एक ही किस्त में।
>भविष्य में पूर्व सैनिकों की पेंशन हर 5 साल में तय होगी।
>7 नवंबर 2015 के बाद खुद रिटायरमेंट लेने वाले सैनिकों को ओआरओपी का लाभ नहीं मिल सकेगा।
>ओआरओपी लागू करने में कोई विसंगति रह जाती है, तो उसका पता लगाकर दूर करने के लिए न्यायिक समिति बनाई जाएगी। समिति 6 महीने में रिपोर्ट देगी।

Subject: One Rank One Pension (OROP) to the Defence Forces Personnel
In view of the need of the Defence Forces to maintain physical fitness, efficiency and effectiveness, as per the extant Rules, Defence Service personnel retire at an early age compared to other wings in the Government. Sepoy in Army and equivalent rank in Navy & Air Force retire after 17/19 years of engagement/service and officers retire before attaining the age of 60 years i.e. the normal age of retirement in the Government. Considering these exceptional service conditions and in the interest of ever vigilant Defence Forces, the pensionary benefits of Ex-Servicemen have accordingly, over time, been fixed.

2. It has now been decided to implement “One Rank One Pension” (OROP) for the Ex-Servicemen with effect from 1.07.2014. OROP implies that uniform pension be paid to the Defence Forces Personnel retiring in the same rank with the same length of service, regardless of their date of retirement, which, implies bridging the gap between the rates of pension of current and past pensioners at periodic intervals.

3. Salient features of the OROP are as follows:

i. To begin with, pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 1.7.2014.

ii. Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retired in 2013 in the same rank and with the same length of service.

iii. Pension for those drawing above the average shall be protected.

iv. Arrears will be paid in four equal half yearly instalments. However, all the family pensioners including those in receipt of Special/Liberalized family pension and Gallantry award winners shall be paid arrears in one instalment.

v. In future, the pension would be re-fixed every 5 years.

4. Personnel who opt to get discharged henceforth on their own request under Rule 13(3)1(i)(b),13(3)1(iv) or Rule 168 of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.

5. The Govt. has decided to appoint a Judicial Committee to look into anomalies, if any, arising out of implementation of OROP. The Judicial Committee will submit its report in six months.

6. Detailed instructions relating to implementation of OROP along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies.

7. This issues with concurrence of Finance Division of this Ministry vide their ID No. MoD (Fin/Pension) lD No.PC to10(11)/2012/Fin/Pen dated 07 November 2015.

HIGHLIGHTS - Notification for Implementation of OROP Issued


The Government today issued the notification regarding implementation of ‘One Rank One Pension’ in respect of Defence Forces personnel.

Defence Forces of India have a rich history and tradition of bravery and gallantry. Defence forces have not only defend our borders with exemplary courage and valour but have also performed with fearless attitude and empathy in natural calamities and other trying circumstances. Government of India recognizes and respects their contribution.

The issue of One Rank One Pension was a long standing demand. Defence Forces had been demanding it for almost four decades but the issue could not be resolved. However, Prime Minister Shri Narendra Modi had made a commitment to implement it for the welfare of the ex-servicemen. Accordingly the Government had announced modalities for implementation of OROP on 05.09.2015. The Government Order by Ministry of Defence, which could not be issued due to model code of conduct, has been issued today.

Salient features of the OROP as stated in the Order are as follows: 


I. To begin with, pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 1.7.2014. 

II. Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retiring in 2013 in the same rank and with the same length of service. 

III. Pension for those drawing above the average shall be protected. 

IV. Arrears will be paid in four equal half yearly instalments. However, all the family pensioners, including those in receipt of Special/Liberalized family pensioners, and Gallantry award winners shall be paid arrears in one instalment. 

V. In future, the pension would be re-fixed every 5 years.

4. Personnel who opt to get discharged henceforth on their own request under Rule 13(3)1(i)(b),13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.

5. The Govt. has decided to appoint a Judicial Committee to look into anomalies, if any, arising out of implementation of OROP. The Judicial Committee will submit its report in six months. 

6. Detailed instructions along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies. 

The previous Government had made a budget announcement to implement the OROP and made a provision of Rs 500 Crore. The present Government undertook the task earnestly and realized that the actual additional annual expenditure would be eight to ten thousand crore at present and will increase further in future. Notwithstanding the financial constraints, true to its commitment the present Government has issued the Government order to implement the OROP in true spirit.
