Sub: Irregular Payment of Defence Pension:Failure in Annual identification/Life Certificates.
However, various cases have come to notice of this office where PDAs have made payment of defence pension without carrying out annual identification of pensioner or without obtaining life certificate from the pensioner. In some cases, PDAs have continued the payment for long period even after demise of pensioner or/and disappearance of pensioner. A few cases of irregular payments made by PDAs resulting in loss to exchequer due to overpayment are elaborated below:-

I remember as I enjoyed my rickshaw ride to the Ministry of External Affairs one day, the rickshaw puller got lost and took me to the Ministry of Home Affairs, the way to which crossed the Jantar Mantar. Being from Chandigarh, I had heard and read quite a lot about its significance and historical importance and how the monument till date stands for progressive thinking and an outlook towards a better future. Right in front and around the monument, I saw retired officers and soldiers, both old and young sweating yet standing tall, fighting for the rights of every man who pledges to serve our nation. There were so many of them with placards, many of their wives and children were present too, it was scorching hot and I wished that they’d be more comfortable, but then their resilience to their cause was a big enough reason for them to endure the roasting weather.

Southern Command Exercise ‘Drad Sankalp’ Under Way in Rajasthan
The Southern Command of the Army is undergoing a Command level exercise ‘Drad Sankalp’ in the deserts of Rajasthan, wherein capabilities of the Army in a Tri-Service environment are being practiced and validated on a Capability based approach ,while relying on the adoption of new age technologies, transformed war fighting and integrated theatre battle concepts. The exercise is also focusing on the aspect of jointsmanship between the three services and in developing the required synergy in order to achieve operational effectiveness.

Payments Under One Rank One Pension Scheme to Start in January
Ministry of Defence is rethinking whether it should debar officers and men who go home before completing their tenure from the benefits of OROP.
About 25 lakh armed forces veterans get their first enhanced pension under the One Rank One Pension Scheme, or OROP, in January, top Ministry of Defence officials told NDTV. The enhanced pensions will cost the exchequer around Rs. 7,000 crore.
The Ministry of Defence, meanwhile, is rethinking whether it should debar officers and men who go home before completing their tenure from the benefits of OROP.
