7th Pay Commission suggests 23% raise in govt employees’ salary, OROP for all in Rs 1 lakh crore pay revision

A hike of 23.55 per cent in emoluments, including pay, allowances and pension, for the 47 lakh serving employees of the Central government and 52 lakh pensioners has been proposed by the Seventh Pay Commission, headed by Justice A K Mathur, which submitted its report Thursday to Finance Minister Arun Jaitley.
While the proposed hike in salaries could potentially offer a boost to consumer spending, the cumulative impact of the proposals, which include a recommendation of a virtual one-rank-one-pension scheme for civilian Central government employees, entail a total additional outgo of Rs 1.02 lakh crore a year.

Why OROP Makes Sense
I remember as I enjoyed my rickshaw ride to the Ministry of External Affairs one day, the rickshaw puller got lost and took me to the Ministry of Home Affairs, the way to which crossed the Jantar Mantar. Being from Chandigarh, I had heard and read quite a lot about its significance and historical importance and how the monument till date stands for progressive thinking and an outlook towards a better future. Right in front and around the monument, I saw retired officers and soldiers, both old and young sweating yet standing tall, fighting for the rights of every man who pledges to serve our nation. There were so many of them with placards, many of their wives and children were present too, it was scorching hot and I wished that they’d be more comfortable, but then their resilience to their cause was a big enough reason for them to endure the roasting weather.

10 big recommendations of the seventh Pay Commission
The seventh Pay Commission, headed by Justice AK Mathur, on Thursday submitted its report to Finance Minister Arun Jaitley. The recommendations, once cleared by the Cabinet, will lead to a substantial hike in salaries of central government employees and pensioners with effect from January 1, 2016. The salary hikes are expected to boost sales of affordable homes and consumer durables, which in turn will drive demand in the economy.
Here are 10 big recommendations of the seventh Pay Commission:
1. Basic salaries of 47 lakh serving government employees will go up by 16 per cent, while their allowances will rise by 63 per cent. As a result, the overall hike in salaries will be 23.55 per cent. This compares with the 35 per cent salary hike central government employees got on implementation of the sixth Pay Commission in 2008.
2. The house rent allowance has been increased by a massive 139 per cent; 52 allowances have been done away with, while 36 allowances have been subsumed in existing allowances or in newly proposed allowances.
3. Pension of 52 lakh retired employees will go up by 24 per cent, according to the recommendations of the seventh Pay Commission.
4. A system on the lines of One Rank One Pension (OROP) for the armed forces has also been proposed for government officials for the first time.
5. The minimum salary for central government employees has been fixed at Rs 18,000 per month. The salary for employees in the apex scale has been capped at Rs 2.25 lakh per month. However, the salary of cabinet secretary (the highest-ranking civil servant) has been fixed at Rs 2.50 lakh per month.
6. Central government employees will get an annual increment of 3 per cent. The seventh Pay Commission has also recommended the abolition of grade pay and pay band for central government employees.
7. Introduction of a health insurance scheme has been recommended. Many steps have been recommended to improve the New Pension Scheme (NPS).
8. Military Service Pay (for armed forces) for service officers has been more than doubled to Rs 15,500 per month. Short service commissioned officers will be allowed to exit the armed forces at any point in time between 7 to 10 years of service. A uniform retirement age for all paramilitary forces at 60 years has been proposed.
9. The government will incur and additional expenditure of Rs 1.02 lakh crore to pay higher salaries and pensions recommended by the seventh Pay Commission. Of this, Rs 28,000 crore will go for salary hikes of railway employees.
10. According to the finance minister, the implementation of the Seventh Pay Commission will impact the fiscal deficit by 0.65 per cent of GDP.

In One Rank One Pension Rs.8000 Crore Diwal Gift for Veterans-NDTV
NEW DELHI: Over 25 lakh veterans across the country will get at least Rs. 3,000 to 5,000 more in pensions – depending on their last rank and years of service. And this will cost the exchequer a minimum of Rs. 8,000 crore to start with.
The increased pension will be paid with effect from July 1, 2014.
The Government today issued the much awaited One Rank One Pension or OROP scheme. Although, a formal announcement on OROP was made on September 5, no official order was issued because of Bihar elections and the Election Commission’s Model Code of Conduct.

जानिए, कैसे 7वां वेतन आयोग राज्य के खजाने पर डालेगा असर
नई दिल्ली। सातवें वेतन आयोग की रिपोर्ट अगले कुछ महीनों में आने की उम्मीद है। लेकिन एक रिपोर्ट के मुताबिक इसका असर राज्यों के खजाने पर ज्यादा पड़ने की आशंका जताई जा रही है। दरअसल वेतन आयोग का गठन हर 10 साल पर बढ़ती हुई महंगाई और कर्मचारियों के हित को ध्यान में रखकर किया जाता है। वेतन आयोग का गठन केंद्र सरकार करती है जो केंद्र सरकार के कर्मचारियों के वेतनमान, सेवा निवृत्ति के लाभ और अन्य सेवा शर्तों संबंधी मुद्दों पर विचार करती है। इससे पहले पाचवां वेतन आयोग एक जनवरी 1996 को और 6ठा वेतन आयोग एक जनवरी 2006 को लागू किया गया। वहीं, 7वां वेतन आयोग की सिफारिश को एक जनवरी 2016 से लागू किया जाना है।
जस्टिस माथुर की अध्यक्षता में आयोग गठित
सातवें वेतन आयोग का गठन 2014 में तत्कालीन मनमोहन सरकार ने सुप्रीम कोर्ट के सेवानिवृत्त जज न्यायमूर्ति अशोक कुमार माथुर की अध्यक्षता में की। वेतन आयोग को कैबिनेट ने 28 फरवरी 2014 को मंजूरी दी। आयोग में जस्टिस माथुर के अलावा तीन और सदस्यों की नियुक्त की गई हैं। जबकि आयोग अपनी रिपोर्ट गठन की तारीख से 18 महीनों के अंदर सौंपेगी। आयोग केंद्र सरकार के कर्मचारी, अखिल भारतीय सेवाओं के कर्मी, केंद्र शासित प्रदेशों के कर्मचारी और भारतीय लेखा परीक्षण विभाग के अधिकारी तथा रेलवे के अधिकारी व कर्मचारी के वेतन भत्ता सुविधाओं एवं अन्य लाभों की समीक्षा करेगा। जिसके आधार पर अपनी रिपोर्ट सरकार को देगा। केंद्र और राज्य सरकारें वेतन आयोग के इसी रिपोर्ट के आधार पर अपने कर्मचारियों का वेतन भत्ता और पेंशन को लागू करती है।
50 लाख कर्मचारियों व 30 लाख पेंशनरों को लाभ
सरकार के द्वारा गठित 7वें वेतन आयोग का लाभ 50 लाख केंद्रीय कर्मचारियों और 30 लाख पेंशनरों को मिलेगा। जबकि 1 करोंड़ से ज्यादा राज्य एवं स्थानीय सरकारी कर्मचारियों को इसका लाभ मिलेगा क्योंकि राज्य सरकारें भी इसी के आधार पर अपने कर्मचारियों और पेंशनरों को वेतन और भत्ता लाभ देती है। हालांकि छठे वेतन आयोग का क्रियान्वयन अक्टूबर 2008 में हुआ जिसकी वजह से 30 महीनें का एरियर कर्मचारियों को मिला। जिसने आर्थिक मंदी के दौर से बाहर निकलने में अहम भूमिका निभाई थी। इसी कारण विकास की गति तेज हुई और अर्थव्यवस्था पटरी पर लौटने लगी।
7वें वेतन आयोग का राज्यों पर पड़ेगा असर
सातवां वेतन आयोग अपनी सिफारिश रिपोर्ट अगले कुछ महीनों में देने वाला है। जिसका असर राज्यों पर भी पड़ने वाला है। यह जानकारी हाल ही में जारी एक रिपोर्ट से निकलकर सामने आई है। क्योंकि राज्यों की राजकोषीय स्थिति को यदि देखा जाए तो इसका असर उनके खजाने पर पड़ेगा जो कि उनकी वित्तीय स्थिति को प्रभावित करेगी। रिपोर्ट में बताया गया है कि राज्यों के सकल घरेलू उत्पाद में पेंशन खर्च की हिस्सेदारी कितनी है जबकि इस पर होने वाले कुल खर्च में कितना राजस्व खर्च होगा। रिपोर्ट के अनुसार पेंशन खर्च का मूल्यांकन राज्यों ने स्वयं किया है जिसकी चर्चा 14वें वित्त आयोग से की है। जिसे नीचे आंकड़ों में चार्ट के जरिए फीसदी में दिखाया गया है। जो कि इस प्रकार है:-

केंद्र और राज्यों पर पड़ने वाला वित्तीय प्रभाव
जहां सातवें वेतन आयोग की रिपोर्ट कुछ ही महीनों में आने वाला है इसे 1 जनवरी 2016 से लागू भी किया जाना है। वहीं 6ठे वेतन आयोग की सिफारिश लागू करने पर जो कुल वित्तीय प्रभाव पड़ा उसका भी आंकलन रिपोर्ट में किया गया है। उसके मुताबिक केंद्रीय बजट पर 15700 करोड़ रुपए और रेल बजट पर 6400 करोड़ रुपए का बोझ पड़ा।
जबकि राज्यों के द्वारा वेतन आयोग की सिफारिश को लागू करने पर एरियर देने पर 2008-09 और 2011-12 में कम्बाइंड रेवन्यू अकाउंट का घाटा 2009-10 में जीडीपी के 0.6 फीसदी रही। लेकिन 7वें वेतन आयोग की रिपोर्ट लागू होने के बाद बिहार, उत्तर प्रदेश और केरल जैसे राज्यों का क्या स्थिति होगी जहां पर पेंशन के मद में ज्यादा खर्च होता है।

7 वें वेतन आयोग उम्मीद से ज्यादा पहले लागू किया जा सकता है 7th Pay Commission may be implemented earlier than expected
The 7th Pay Commission may be announced ahead of time than was predicted before. Justice Ashok Kumar Mathur told PTI on August 25, “The Commission will submit its report by the end of September.”
THE OLD NEWS – The Union Cabinet extended the Seventh Pay Commission’s term by four months till December 31 to give its views on revising salaries and pensions for nearly 9.8 million central government employees and 9.9 million pensioners. The panel headed by Justice AK Mathur, whose recommendations might also have a bearing on the salaries of the state government staff, was given the extension a day before its original 18-month term ended.
UPDATE – An official of the Finance Ministry, of course, speaking on condition of anonymity, had this to say, “The central government will decide execution time of the pay commission’s proposals after the pay panel submits its report, which will be possibly a pre-election ‘special package’ for West Bengal, Assam, Kerala and Tamil Nadu, which are all due for polls by May 2016”.
Just like the one rank one pension (OROP) was announced by the present government on the 5th of this month ahead of the Bihar Assembly elections despite huge financial burden to get majority seats in the Bihar Assembly, the sources indicate that the recommendations of Seventh Pay Commission, will be implemented before the announcement of West Bengal, Assam, Kerala and Tamil Nadu states assemblies’ election in May 2016.
POLITICS – BJP needs to win most state elections in the next four years to gain control of the Rajya Sabha, where seats are distributed based on the strength of parties in state assemblies. So, the present government is ready to give any sop to win state assembly elections. This was indicated by the Finance Minister Arun Jaitley, who had this to say on 30th August, “report of Seventh Pay Commission for central government employees was coming shortly”.
THE FACT – The 7th Pay Commission was given a deadline to submit their recommendations before 31st December 2015, that gives them the liberty to submit their recommendations at any date before 31st December 2015.
If you remember, The Seventh Pay Commission, which was set up by the UPA government, was required to submit its report by August end. The Chairman of the Seventh Pay Commission, Justice Ashok Kumar Mathur told PTI on August 25, “The Commission will submit its report by the end of September.”
THE POLITICAL GAME – A defeat for the Prime Minister would harm his chances of consolidating power in parliament, where his reform agenda is being blocked because his party is in the minority in the Rajya Sabha. Hence the present Government needs to win most state elections in the next four years to gain control of the Rajya Sabha, where seats are distributed based on the strength of parties in state assemblies, Hence the present Government is ready to give any sop to win states assemblies elections.

HIGHLIGHTS - ONE RANK ONE PENSION ANNOUNCEMENT
NEW DELHI: Defence minister Manohar Parrikar said on Saturday that the government has decided to implement the "one rank, one pension" scheme.
Here is the highlights of Parrikar's announcement on the OROP:
1. OROP will be implemented from July 1, 2014 and the base year would be 2013.
2. The estimated cost to implement OROP would be between Rs 8,000 crore to Rs 10,000.
3. Pension of ex-servicemen will be revised every five years.
4. Re-fixed pension will be the average of minimum and maximum pension in 2013.
5. OROP arrears to be paid in 4 half-yearly installments.
6. Those drawing pensions above the average will be protected.
7. A one-member judicial committee will be constituted. It will give reports on equalisation period in 6 months.
8. Personnel who retire voluntarily will not be covered under OROP scheme.
PIB - Government Announces One Rank One Pension Scheme for Ex-Servicemen
The Government has announced the One Rank One Pension scheme for the Ex-Servicemen. This was announced by the Defence Minister Shri Manohar Parrikar here today. The following is the statement of the Defence Minister:
“Government of India respects its Defence Forces and Ex-Servicemen for their valour, patriotism and sacrifices. The Government is proud of their devotion to duty and bravery. Our forces, besides vigilantly and gallantly defending the nation, have displayed exemplary standards of courage and bravery in natural calamities, law and order situations and other difficult circumstances.
The issue of “One Rank One Pension” (OROP) has been pending for nearly four decades. It is a matter of deep anguish that the various governments remained ambivalent on the issue of OROP. In February 2014, the then Government stated that OROP would be implemented in 2014-15, but did not specify what OROP would be, how it would be implemented or how much it would cost. An estimated Rs. 500 crore provided for OROP in the budget presented in February 2014 by the then government was not based on any thorough analysis. It is pertinent to mention that the then Minister of State for Defence in 2009 had, in reply to a question, informed Parliament that there are administrative, technical and financial difficulties in implementing OROP. It is for these reasons that the present government took some time to fulfil its promise.
Prime Minister Shri Narendra Modi has, on various occasions, reiterated the Government’s commitment to implement OROP for Ex-Servicemen under military pension. As stated above, the previous government has estimated that OROP would be implemented with a budget provision of a mere Rs. 500 crore. The reality, however, is that to implement OROP, the estimated cost to the exchequer would be Rs. 8,000 to 10,000 crore at present, and will increase further in future.
The Government held extensive consultations with experts and Ex-Servicemen. The main argument for OROP is that the Defence personnel retire early and thus are not able to get the benefits of serving till normal retirement age. Despite the huge fiscal burden, given its commitment to the welfare of Ex-Servicemen, the Government has taken a decision to implement the OROP.
In simple terms, OROP implies that uniform pension be paid to the Armed Forces personnel retiring in the same rank with the same length of service, regardless of their date of retirement. Future enhancements in the rates of pension would be automatically passed on to the past pensioners. This implies bridging the gap between the rate of pension of current and past pensioners at periodic intervals.
Under this definition, it has been decided that the gap between rate of pension of current pensioners and past pensioners will be bridged every 5 years.
Under the OROP Scheme:
The benefit will be given with effect from 1st July, 2014. The present government assumed office on 26th May, 2014 and therefore, it has been decided to make the scheme effective from a date immediately after.
Arrears will be paid in four half-yearly instalments. All widows, including war widows, will be paid arrears in one instalment.
To begin with, OROP would be fixed on the basis of calendar year 2013.
Pension will be re-fixed for all pensioners retiring in the same rank and with the same length of service as the average of minimum and maximum pension in 2013. Those drawing pensions above the average will be protected.
Personnel who voluntarily retire will not be covered under the OROP scheme.
In future, the pension would be re-fixed every 5 years.
It is estimated that the expenditure on arrears alone would be ten to twelve thousand crores of rupees. Apart from the fact that the previous government had provided for only Rs. 500 crore in the budget, it is noteworthy that the Koshiyari Committee had accepted the estimate of Rs. 235 crore as additional financial burden to implement OROP. The present government has accepted OROP in true spirit without being constrained by these inaccurate estimates.
OROP is a complex issue. A thorough examination of interests of retirees of different periods and different ranks is needed. The inter-service issues of the three Forces also require consideration. This is not an administrative matter alone. Therefore, it has also been decided that a One Member Judicial Committee would be constituted which will give its report in six months.
Prime Minister Shri Modi has fulfilled his commitment and approved OROP for Armed Forces personnel. Ministry of Defence will soon issue detailed Government Order.”
GOOD NEWS - Govt. announces One Rank One Pension
OROP arrears to be paid in four half-yearly installments; all widows, including war widows, to be paid arrears in one installment.
Government on Saturday announced the acceptance of the long-pending demand for ‘One Rank One Pension’ but the ex-servicemen who have been on agitation rejected the key details of the decision and said their 84-day long stir will continue.
Defence Minister Manohar Parrikar announced in New Delhi that the government has decided to implement OROP under which there would be revision of pension every five years as against two years demanded by the exservicemen.
Mr. Parrikar made the announcement in the presence of the army chief, General Dalbir Singh, the naval chief, Admiral R.K. Dhowan, the air force chief, Air Chief Marshal Aroop Raha and Defence Secretary G. Mohan Kumar.
The base year would be calender year 2013 for calculation of the OROP and it will be implemented from July 2014, Parrikar said while making it clear that ex-servicemen who have taken voluntary retirement would not be eligible for the scheme.

नई दिल्ली: वन रैंक-वन पेंशन के मुद्दे पर लंबे समय से प्रदर्शन कर रहे पूर्व सैनिकों की मांग आज पूरी हो सकती है। सूत्रों के हवाले से ख़बर आ रही है कि आज सरकार वन रैंक वन पेंशन का एलान कर सकती है। रक्षा मंत्री दोपहर तीन बजे इसका साउथ ब्लॉक में एलान कर सकते हैं। खबर है कि रक्षा मंत्री ने आज अपना दिल्ली से बाहर जाने का दौरा भी रद्द कर दिया है। बताया जा रहा है कि सरकार ने पूर्व सैनिकों की 98 फ़ीसदी मांगे मान ली हैं।
सूत्रों के मुताबिक, सरकार पेंशन का रिविजन हर पांच साल में करेगी, लेकिन पूर्व सैनिक अभी भी इस बात को लेकर अड़े है कि ये रिविजन हर साल होनी चाहिए। इसके लागू होने से जवानों, विधावाओं और अपाहिज जवानों को ज्यादा फायदा पहुंचेगा। सरकार के मुताबिक, वह कोश्यारी कमेटी के सुझावों से आगे की बात भी मान चुकी है।
दरअसल, ये करीब 40 साल से चला आ रहा पुराना मुद्दा है, जिसका सरकार सम्मानजनक हल निकालने में जुटी है। सरकार उम्मीद कर रही है कि इस ऐलान के बाद करीब तीन महीने से चला आ रहा पूर्व सैनिकों का आंदोलन खत्म हो जाएगा। सरकार इसलिए भी ये ऐलान जल्द कर रही है, क्योंकि अगले हफ्ते किसी भी दिन बिहार चुनाव का ऐलान हो सकता है और उसके बाद वह वन रैंक-वन पेंशन का ऐलान नही कर सकती।
पूर्व सैनिक कह रहे हैं कि सरकार पहले ऐलान करे, फिर हम देखते हैं। अन्यथा 12 सितंबर को तो वह जंतर मंतर पर अपनी ताकत दिखा रहे हैं।
इससे पहले खबर थी कि सरकार ने इसके लिए मसौदा समझौता भी तैयार कर लिया है। सूत्रों के मुताबिक, सरकार के ड्राफ़्ट में हर पांच साल में पेंशन की समीक्षा की बात है, लेकिन पूर्व सैनिकों का कहना है कि ये ड्राफ़्ट इकतरफ़ा है और इसमें पूर्व सैनिकों की सहमति नहीं है।
उधर, वन रैंक-वन पेंशन के मुद्दे पर जंतर मंतर पर पूर्व सैनिकों का प्रदर्शन जारी है। कल ही पूर्व सैनिकों ने कहा था सरकार एक साल में पेंशन की समीक्षा को तैयार नहीं हैं, लेकिन अगर ऐसा नहीं होगा तो ये वन रैंक-वन पेंशन नहीं होगा।
हालांकि उन्होंने कहा कि वो दो साल में समीक्षा के लिए तैयार हैं, लेकिन तीन साल या पांच साल मानने का कोई सवाल ही नहीं है। पूर्व सैनिकों ने कहा कि सरकार का कहना है कि थोड़े पैसे बचाने हैं, इसलिए अगर वो वन रैंक-वन पेंशन को एक जून 2014 से लागू करती है तो भी उन्हें एेतराज़ नहीं होगा। पूर्व सैनिकों ने कहा कि सरकार से बातचीत हुई है और वो चाहते हैं कि मीडिया भी उनकी बात सरकार तक पहुंचा दे।

दरअसल, ये करीब 40 साल से चला आ रहा पुराना मुद्दा है, जिसका सरकार सम्मानजनक हल निकालने में जुटी है। सरकार उम्मीद कर रही है कि इस ऐलान के बाद करीब तीन महीने से चला आ रहा पूर्व सैनिकों का आंदोलन खत्म हो जाएगा। सरकार इसलिए भी ये ऐलान जल्द कर रही है, क्योंकि अगले हफ्ते किसी भी दिन बिहार चुनाव का ऐलान हो सकता है और उसके बाद वह वन रैंक-वन पेंशन का ऐलान नही कर सकती।
पूर्व सैनिक कह रहे हैं कि सरकार पहले ऐलान करे, फिर हम देखते हैं। अन्यथा 12 सितंबर को तो वह जंतर मंतर पर अपनी ताकत दिखा रहे हैं।
इससे पहले खबर थी कि सरकार ने इसके लिए मसौदा समझौता भी तैयार कर लिया है। सूत्रों के मुताबिक, सरकार के ड्राफ़्ट में हर पांच साल में पेंशन की समीक्षा की बात है, लेकिन पूर्व सैनिकों का कहना है कि ये ड्राफ़्ट इकतरफ़ा है और इसमें पूर्व सैनिकों की सहमति नहीं है।
उधर, वन रैंक-वन पेंशन के मुद्दे पर जंतर मंतर पर पूर्व सैनिकों का प्रदर्शन जारी है। कल ही पूर्व सैनिकों ने कहा था सरकार एक साल में पेंशन की समीक्षा को तैयार नहीं हैं, लेकिन अगर ऐसा नहीं होगा तो ये वन रैंक-वन पेंशन नहीं होगा।
हालांकि उन्होंने कहा कि वो दो साल में समीक्षा के लिए तैयार हैं, लेकिन तीन साल या पांच साल मानने का कोई सवाल ही नहीं है। पूर्व सैनिकों ने कहा कि सरकार का कहना है कि थोड़े पैसे बचाने हैं, इसलिए अगर वो वन रैंक-वन पेंशन को एक जून 2014 से लागू करती है तो भी उन्हें एेतराज़ नहीं होगा। पूर्व सैनिकों ने कहा कि सरकार से बातचीत हुई है और वो चाहते हैं कि मीडिया भी उनकी बात सरकार तक पहुंचा दे।

New Delhi: The Seventh Pay Commission’s report is likely be submitted to the Finance Minister Arun Jaitley shortly.

Sources said that there will be no internal relief. The average increase in basic fair pay for all government employees will be in the region of 40-45%.
This is a very rough average because for senior level officers, like the Cabinet Secretary or officials at the secretary level, the payback could increase by more than 50%.
The Pay Panel may recommend a new pay scale from January 1, 2016. The existing HRA would be retained for A1 cities; while there would be a 15-20% hike for other cities.
But interestingly when we spoke to government employees they were not really happy, essentially perhaps because effectively if you take the DA out, it is not really a hefty bonanza as many thought it would be.
Also, given the price rise and inflation issues, most people are saying it is really not that sufficient. Most of these recommendations will be implemented.
But the point is, if the Finance Minister Arun Jaitley has a problem with any of the observations or with the impact of the Pay Commission recommendations, he might even send this back to the Pay Commission for another round of iteration.
In that case, some amendments will be made that come back to the Finance Ministry and then it may go back to the Cabinet for approval. If that happens, it could delay the process by about 1-2 more months.
A central government employee will earn up to 40% more if the government accepts the Seventh Pay commission’s proposals, which will be submitted shortly.
This pay hike would affect the lives of over 48 lakh central government employees and 55 lakh pensioners and could trigger off similar pay hike across state governments as well.
An official of the Pay Commission, says recommendations will be made to improve productivity.
The Commission will be talked of market driven compensation at the top level, where there are expert persons required by the government. There should be open competition with the public. If they have a better candidate from outside, he should be appointed instead of simply promoting people by seniority, said the official.

NEW DELHI: The Narendra Modi government is set to announce the one-rank, one pension package that will kick in from July 2014 and use 2013 as the base year for calculations.But it will stick to its position on a five year reset clause for veterans — as against 10 years for civilians — factoring in the complications resulting from a quicker adjustment. The ex-servicemen had demanded an annual adjustment.
The pension for veterans of the same rank and those who retire with full pensionable service, will be the average of the maximum and minimum paid. But to protect any retired servicemen from losing out, there will be an additional safeguard to ensure that those who are already drawing above the average would not impacted.

Government may announce implementation of One Rank One Pension soon: sources
New Delhi: The Narendra Modi government and the defence veterans appeared to have reached a breakthrough and the announcement on the implementation of the One Rank One Pension scheme is expected soon, said sources on Wednesday.
According to the sources, the announcement could be expected before Bihar Assembly elections notification.
The sources said that differences have cropped in the United Front of Ex-Servicemen. The sources added that many ex-servicemen wants Major General (retired) Satbir Singh, Chairman of Indian Ex-servicemen Movement, to be reasonable and consider others also. Most of the ex-servicemen leaders are accepting the government proposal of revising pension every five years as their worry is 7th pay commission.
War veteran Major General (retired) Singh, who has been leading the protest in Jantar Mantar for the last 80 days, said they have got positive signals from the government for the last few days but stopped short of saying there was a breakthrough.
"We are willing to accept two years relaxation as normalisation period. We will not accept revision in 5 years. This will be defeating of OROP. We will continue our agitation if it's 5 years," said Major General Singh.
He said the issue was non-negotiable and both the elements of the OROP concept cannot be interfered. An agreement can be reached once we know what is on the platter (offer by the government), he said, adding effective date of revision must be from April 1, 2014.

Seventh Pay Commission Report To Come Into Force Next Fiscal Year

New Delhi: The Seventh Pay Commission recommendations are likely to be come into effect from April 1 as the country entered a new fiscal year.
The reports of Seventh Central Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27.
The Seventh Pay Commission plans to submit its recommendations on a new pay and pension structure for the country’s 48 lakh central government employees and 55 lakh pensioners’ up to December 31.
