Kendriya Sainik Board, Ministry of Defence has requested for raising funds through distribution of Token flags, booklets and brochures and collection of contributions by volunteers from amongst the staff of the Ministry for the noble cause of support to the families of our martyrs, the disabled ex-servicemen and their dependents.

Army Day Open Quiz Competition 2016

As part of ‘Army Day Celebration- 2016’, the Army would be conducting a National Level Open Quiz Competition for school children on 07 January 2016 at Manekshaw Centre, Delhi Cantonment on the theme “Indian Army : Symbol of Courage, Valour and Sacrifice”.
            The Quiz Competition would be conducted by renowned Quiz Master, Mr Aditya Nath Mobayi of Quiz Craft Enterprise. The entry is free for the Quiz Competition and two teams from each school comprising of three students from Higher Secondary classes are eligible to participate. 
             The team winning the competition would be presented with a Trophy alongwith a cash prize. Awards are also being given for the First and Second Runner up Teams apart from certificates & gift hampers containing books for the participants.
            The event would be conducted as a prelude to the Army Day Celebration this year and would certainly go a long way to etch an impression in the minds of the future generations of the country on the Indian Army's legacy of Courage, Valour and Sacrifice.

Why OROP Makes Sense

I remember as I enjoyed my rickshaw ride to the Ministry of External Affairs one day, the rickshaw puller got lost and took me to the Ministry of Home Affairs, the way to which crossed the Jantar Mantar. Being from Chandigarh, I had heard and read quite a lot about its significance and historical importance and how the monument till date stands for progressive thinking and an outlook towards a better future. Right in front and around the monument, I saw retired officers and soldiers, both old and young sweating yet standing tall, fighting for the rights of every man who pledges to serve our nation. There were so many of them with placards, many of their wives and children were present too, it was scorching hot and I wished that they’d be more comfortable, but then their resilience to their cause was a big enough reason for them to endure the roasting weather.

Indian Air Force Conduct Relief and Rescue Operations in Rain Ravaged Areas

Following incessant rains in Nellore district of Andhra Pradesh and in large parts of Tamil Nadu, requests from Andhra Pradesh and Tamil Nadu Governments for positioning of helicopters at Tirupati and Tambram for relief and rescue were received by Indian Air Force. Armed forces angry with 7th Pay Commission for questioning disability pension cases



Many officers and jawans get injured in operations or suffer disabilities serving in high-altitude areas like Siachen or Kargil.



Several serving and retired officers on Saturday contended the pay panel had relied upon "one-sided data" provided by the controller general of defence accounts (CGDA) to arrive at "an erroneous conclusion". While admitting there may be "a few aberrations", the entire disabled soldier community cannot be tarnished with the same brush, they said.

HIGHLIGHTS - Notification for Implementation of OROP Issued


The Government today issued the notification regarding implementation of ‘One Rank One Pension’ in respect of Defence Forces personnel.

Defence Forces of India have a rich history and tradition of bravery and gallantry. Defence forces have not only defend our borders with exemplary courage and valour but have also performed with fearless attitude and empathy in natural calamities and other trying circumstances. Government of India recognizes and respects their contribution.

The issue of One Rank One Pension was a long standing demand. Defence Forces had been demanding it for almost four decades but the issue could not be resolved. However, Prime Minister Shri Narendra Modi had made a commitment to implement it for the welfare of the ex-servicemen. Accordingly the Government had announced modalities for implementation of OROP on 05.09.2015. The Government Order by Ministry of Defence, which could not be issued due to model code of conduct, has been issued today.

Salient features of the OROP as stated in the Order are as follows: 


I. To begin with, pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 1.7.2014. 

II. Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retiring in 2013 in the same rank and with the same length of service. 

III. Pension for those drawing above the average shall be protected. 

IV. Arrears will be paid in four equal half yearly instalments. However, all the family pensioners, including those in receipt of Special/Liberalized family pensioners, and Gallantry award winners shall be paid arrears in one instalment. 

V. In future, the pension would be re-fixed every 5 years.

4. Personnel who opt to get discharged henceforth on their own request under Rule 13(3)1(i)(b),13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.

5. The Govt. has decided to appoint a Judicial Committee to look into anomalies, if any, arising out of implementation of OROP. The Judicial Committee will submit its report in six months. 

6. Detailed instructions along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies. 

The previous Government had made a budget announcement to implement the OROP and made a provision of Rs 500 Crore. The present Government undertook the task earnestly and realized that the actual additional annual expenditure would be eight to ten thousand crore at present and will increase further in future. Notwithstanding the financial constraints, true to its commitment the present Government has issued the Government order to implement the OROP in true spirit.

Ex-servicemen across country and abroad to return medals

Rejecting the One Rank One Pension (OROP) scheme as announced by the government, ex-servicemen on Friday announced further escalation of agitation demanding early implementation as per the approved and accepted definition. As the first step, medals would be returned by veterans across the country and abroad early next week.

This come as the government is expected to issue the notification for implementing the long pending scheme early next week as the election code of conduct for Bihar polls comes to an end.

Sir,

1 am directed to refer to this Ministry‘s letter No. 1(2)/2004/ D (Pay/Services) dated 16th April, 2015 on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 113% to 119% with effect from 1st July, 2015.

2. The provisions contained in paras 2, 4 and 5 of this Ministry's letter No. 1(2)/2004/D (Pay/Services) dated 25th September 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional instalment of DA payable under these orders shall be paid in cash to all Armed Forces Officers/ PBOR including NCs(E).

4. This letter issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 330-PA dated 06.10.2015 based on Ministry of Finance (Department of Expenditure) O.M. No. 1/3/2015-E-II (8), dated 23rd September, 2015.

Ref: This office circular No. 540 dated 11/05/2015.



Under the existing orders, claims for service pension in respect of personnel below officer rank are required to be submitted to the pension sanctioning authority concerned, viz. PCDA (P), Allahabad in respect of Army, PCDA (N), Mumbai in respect of Navy and JCDA (AF), New Delhi in respect of Air Force, at least four months in advance of their retirement from service. This arrangement has been made with a view to ensure that the pensionary awards in respect of the personnel are notified in the PPO well before their discharge/retirement and the pension certificates are handed over to them before they are discharged.

It has been observed that above time schedule is not being adhered to by ROs resulting in delay in finalization of pensionary awards in respect of PBORs. Higher authorities have taken a serious view on the matter.

It is, therefore, requested that time frame for submission of pension claims to this office may strictly be followed in order to avoid delay in finalization of pensionary awards to the retiring personnel. This would definitely help in reducing the CAT/Court cases, interest payment etc at a later stage.

Joint Military Exercise ‘Hand in Hand’- 2015 Commences

Subject: Productivity Linked Bonus (PLB) for the civilian employees of the EME for the Year 2014-15.

Sir,

I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No.F.24(8)/80/D(JCM) dated 28th September, 1983, as amended from time to time, and to convey the sanction of President to the payment of 28 days (Twenty Eight days) wages in cash as PLB for the year 2014-15 to the eligible civilian employees of the EME

2. The entitlement has been worked out on the basis of the working results for the year 2014-15 inaccordance with the agreed formula.

3. The PLB shall be paid to all eligible Gp. ‘B’ (Non-Gazetted), Gp. ‘C’ and Gp. ‘D’ civilian employees of the EME who are covered under PLB Scheme for the accounting year 2014-15. The calculation ceiling of Rs.3500/- (3500×32/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labour will be paid at the assumed wages of Rs.1200/- p.m. (1200×32/30.4) for the accounting year 2014-15. However, in cases where the actual wages fall below Rs.1200/- pm, the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2015-16.

6. This issues with the concurrence of the Ministry of Finance (Department of Expenditure) vide their ID. No. 176998/E.111.A dated 15.9.2015 and MoD (Fin/AG/PB) vide their Dy. No. 141/AG/PB dated 18.9.2015.

Subject : Suspension of Government Servant – Review of Suspension

As per provisions contained in Rule 10 of CCS(CC&A) Rules, 1965 suspension of a Government servant is valid only for 90 days unless it is extended after review before expiry of 90 days. It has been observed by the MoD D(Vigilance) that the suspension order has been struck down on the ground that the same had not been reviewed by the reviewing authority before expiry of 90 days.

Subject: Payment of Night Duty Allowance (NDA) at revised rates to the eligible civilian employees working in the Establishments under the Ministry of Defence.

Kindly refer to this office earlier circular No.Pay/Tech-II/1206/07 dated 28/05/2015 and No.Pay/Tech-II/1206/2015/08 dated 29/05/2015 under which the orders for payment of NDA at revised rate have been issued. In this regard it is to mention that the ceiling of pay for entitlement of NDA was Rs. 2200/- pm’ vide DOPT order dated 04/10/1989. Keeping in view of pay structure under 6th CPC it has been decided that the ceiling limit for entitlement of NDA may be fixed at Rs.12380/-. While making payment of NDA, an employee’s pay in the pay band will be compared with that figure and if pay in the Pay Band is less than above limit then he will be eligible for NDA at current rates otherwise he is not.

If any of the employees have been paid NDA already in terms of this office earlier circulars dated 28/05/2015 and 29/05/2015 whose pay in the pay band is beyond this ceiling limit, recovery action may please be initiated.

The same may please be communicated to all the Br. AOs under your jurisdiction, for necessary action at their end.

This issues with the approval of Competent Authority.

HIGHLIGHTS - ONE RANK ONE PENSION ANNOUNCEMENT


NEW DELHI: Defence minister Manohar Parrikar said on Saturday that the government has decided to implement the "one rank, one pension" scheme.

Here is the highlights of Parrikar's announcement on the OROP:

1. OROP will be implemented from July 1, 2014 and the base year would be 2013.

2. The estimated cost to implement OROP would be between Rs 8,000 crore to Rs 10,000.

3. Pension of ex-servicemen will be revised every five years.

4. Re-fixed pension will be the average of minimum and maximum pension in 2013.

5. OROP arrears to be paid in 4 half-yearly installments.

6. Those drawing pensions above the average will be protected.

7. A one-member judicial committee will be constituted. It will give reports on equalisation period in 6 months.

8. Personnel who retire voluntarily will not be covered under OROP scheme.
