Circulation of various Government orders/instructions issued by the Nodal Ministries – regarding

Subject: Circulation of various Government orders/instructions issued by the Nodal Ministries – regarding

As per practice, various Government orders were issued by Nodal Ministries which were further disseminated by this Section to all Defence Establishments/ Directorates for information/compliance.


2. Sometimes, there is considerable time lag between issuance of orders/OMs by the Nodal Departments and their re-circulation by the MoD/D (Civ-1). It is on the account of the fact that the Nodal Ministries/Departments have discontinued the general practice of physical circulation of their Orders/OMs to the Ministries/Departments of Government of India. Nodal Ministries/Departments now upload their new Orders/instructions on their official website and therefore, copies of new orders/instructions of Nodal Ministries/Departments are not being received in MoD.

3. It has been observed that all the orders/instructions on the subject of increments, pay fixation, DA, advance salary, HRA/Compensatory (City) Allowance, ACPS/MACPS, Children Educational Allowance/Reimbursement of Tuition Fees and other allowances issued by Nodal Ministries /Departments are generally applicable in original form to Defence Civilian Employees. These are circulated to lower formations of MoD in their original form, without any changes. To streamline this task in accordance with the new practice now adopted by the Government Ministries/Departments, it has been decided to discontinue the existing practice of circulation of each and every order/instruction to all the lower formations. Defence Establishments/Service Headquarters/lower formations of MoD are advised to download such Government orders from the website of Nodal Ministry, which are applicable to Central Government employees, including Defence Civilian employees, in the Original form for further necessary’ action. Those Government orders/instructions which are not applicable to Defence Civilian in their original form would continue to be circulated, after obtaining the approval of Competent Authority, by D (Civ-1). Beside reducing the avoidable paperwork, this would also help in faster dissemination of the new Government orders/instruction and in their expeditious implementation.

Irregular Payment of Defence Pension:Failure in Annual identification/Life Certificates.

Sub: Irregular Payment of Defence Pension:Failure in Annual identification/Life Certificates.

Guidelines/instructions for Annual identification of pensioner and payment on the basis of life certificates are provided in “Defence Pension Payment Instructions (DPPI)-2013” and “Scheme for Payment of Pensions of Defence Pensioners by Public Sector Banks”. Pension Disbursing Authorities (PDAs) including Banks are required to comply with these instructions strictly.

However, various cases have come to notice of this office where PDAs have made payment of defence pension without carrying out annual identification of pensioner or without obtaining life certificate from the pensioner. In some cases, PDAs have continued the payment for long period even after demise of pensioner or/and disappearance of pensioner. A few cases of irregular payments made by PDAs resulting in loss to exchequer due to overpayment are elaborated below:-

Payment of Night Duty Allowance (NDA) at revised rates to the eligible civilian employees working in the Establishments under the Ministry of Defence.

Subject: Payment of Night Duty Allowance (NDA) at revised rates to the eligible civilian employees working in the Establishments under the Ministry of Defence.

Kindly refer to this office earlier circular No.Pay/Tech-II/1206/07 dated 28/05/2015 and No.Pay/Tech-II/1206/2015/08 dated 29/05/2015 under which the orders for payment of NDA at revised rate have been issued. In this regard it is to mention that the ceiling of pay for entitlement of NDA was Rs. 2200/- pm’ vide DOPT order dated 04/10/1989. Keeping in view of pay structure under 6th CPC it has been decided that the ceiling limit for entitlement of NDA may be fixed at Rs.12380/-. While making payment of NDA, an employee’s pay in the pay band will be compared with that figure and if pay in the Pay Band is less than above limit then he will be eligible for NDA at current rates otherwise he is not.

If any of the employees have been paid NDA already in terms of this office earlier circulars dated 28/05/2015 and 29/05/2015 whose pay in the pay band is beyond this ceiling limit, recovery action may please be initiated.

The same may please be communicated to all the Br. AOs under your jurisdiction, for necessary action at their end.

This issues with the approval of Competent Authority.

HIGHLIGHTS - ONE RANK ONE PENSION ANNOUNCEMENT


NEW DELHI: Defence minister Manohar Parrikar said on Saturday that the government has decided to implement the "one rank, one pension" scheme.

Here is the highlights of Parrikar's announcement on the OROP:

1. OROP will be implemented from July 1, 2014 and the base year would be 2013.

2. The estimated cost to implement OROP would be between Rs 8,000 crore to Rs 10,000.

3. Pension of ex-servicemen will be revised every five years.

4. Re-fixed pension will be the average of minimum and maximum pension in 2013.

5. OROP arrears to be paid in 4 half-yearly installments.

6. Those drawing pensions above the average will be protected.

7. A one-member judicial committee will be constituted. It will give reports on equalisation period in 6 months.

8. Personnel who retire voluntarily will not be covered under OROP scheme.

Revised tables for Minimum Guaranteed Pension/ Ordinary Family Pension – Revision of pension for Pre-2006 JCOs/ORs – MoD Orders 3.9.2015

“Revised tables indicating minimum guaranteed pension/ Ordinary Family Pension has been annexed as annexure-A ( Army pensioners), Annexure -B (Air Force pensioners), and Annexure-C (Navy pensioners) to this letter. Pension Disbursing Authorities are hereby authorized to step up the pension/family pension of the affected pre-2006 pensioners where the existing pension being paid to the pensioners in terms of this Ministry’s above letter dated 11.11.2008 as amended, is less than the rate of pension indicated in above said annexure.”

Subject: – Revision of pension in r/o of Pre-2006 JCOs/ORs Pensioners/family pensioners.

The undersigned is directed to refer to this Ministry’s letter No. 17(4)/2008(1)/D (Pen/Pol) dated 11.11.2008 as amended, issued for implementation of government decision on the recommendations of the Sixth CPC for revision of pension/family pension in respect of Pre-2006 Armed Forces pensioners/family pensioners. As per previsions contained in Para 5 therein, with effect from 01.01.2006, revised pension and revised ordinary family pension of all Pre-2006 Armed Forces pensioners/family pensioners determined in terms of fitment formula laid down in Para 4.1 above

Revision of Pension for Pre-2006 Pensioners w.e.f. 01.01.2006 instead of 24.09.2012 and Arrear of Pension/ Family Pension will be paid – MoD Order 3.9.2015

“Revised tables indicating minimum guaranteed pension / ordinary family pension for Indian Commissioned Officers which is annexed with GOI, MOD letter No.1(11) 2012-D(Pen/ Policy) dated 17.01.2013, shall be effective with effect from 01.01.2006 instead of 24.09.2012. Pension Disbursing Authorities are hereby authorized to step up the pension/ family pension of the affected pre-2006 pensioners/ family pensioners with effect from 01.01.2006 instead of 24.09.2012 and arrear of pension/ family pension will be paid”.
